I am applying for cropping my top water line throughout the day but some of it goes on the bottom of my water line how can I prevent this?

I’ve seen plenty of people who have a great eye, and I can not ever seem to get it in the same way I use eyeliner (natural collection) I am going to the big-eye look, if you know what tarkoitan.Edullisesti cheapest version would be good, but the quality is the most important thing. 
How can I stop my eye shadow covered my eyeliner. I apply the shadow before and after eyeliner, but there is a shadow I eyeliner. I dont like it when that happens becuz it loses its effect. Okay thank you
