every time i wear eyeliner it starts to run what can i do to stop it ?

my friend wore liquad eyeliner the other day when we went to the beach and it didnt smudge or run or anything. but it wasnt waterproof. . ?
does it naturally just stay on. ?

i use the eye liner in my eye on on top of the eye lid. It always smudges and goes away. How do i keep a fresh faced look all day?I have a sephora water proof eyeliner its a pencil but it still gets removed some how. Im 15 its to hard to reapply every time it removes or smudge in class ?
any suggestions?

i have a good liquid one but now i want a good pencil one. preferbally one that doesn’t smudge and a creamy one that goes on easily for a thin line. maybe rimmel? ive heard maybelline makes bad eyeliner and good mascara. so what brand? under $20 AU please?

looking at a gel liner to buy and it says it is a shaping liner. what does this mean and how is it different to a normal liner?

can be a pencil, gel, cream, shadow. . anything that i can use as a liner that’s waterproof!!
